To enhance the healthcare delivery of patient centric services across the country, NIC has developed eHospital, e-BloodBank, and Online Registration System (ORS) and extended application software related technical support.

The eHospital is a web-based, workflow-driven application that functions as a Health Information Management System (HMIS) and can be easily customized with multi-tenancy support. It is an open-source application hosted on NIC’s National Cloud MeghRaj, utilizing a decentralized multi-instance architecture. Presently, more than 1000 health facilities across the country use eHospital, which is also compliant with Ayushman Bharat Digital Mission (ABDM) regulations.

 

 

Central Information Commission (CIC)

The Central Information Commission (CIC) set up under the Right to Information Act is the authorised body, established in 2005, under the Government of India to act upon complaints from those individuals who have not been able to submit information requests to a Central Public Information Officer or State Public Information Officer due to either the officer not having been appointed, or because the respective Central Assistant Public Information Officer or State Assistant Public Information Officer refused to receive the application for information under the RTI Act.All CIC VC’s are conducted at NIC Studio

iRAD

The Integrated Road Accident Database (iRAD) Project is an initiative of the Ministry of Road Transport and Highways (MoRTH), Government of India and is funded by World Bank, with objective to improve road safety in the country. The main objective of the project is development of Integrated Road Accident Database (iRAD), to enrich the accident databases from every parts of the country. The project would generate various types of insights by analyzing the collected road accident data across the country through implementation of data analytics technique. The proposed system would represent the analysis output through Monitoring & Reporting Dashboard & Analytics Dashboard for easy understanding and accordingly forecasting & Decision Making by Apex Authorities for formulation of new policies & strategies. The outcome of the project would be enhanced road safety i.e. ‘Safe Road for All’ in India.

CONFONET

Computerization and Computer Networking of Consumer Forums in Country (CONFONET)

CONFONET provides a single-window solution for automation of activities undertaken at the Consumer Forums at the National, State (35 State Commissions) and district level (600 district fora). The project has provided an ICT solution to achieve efficiency, transparency and e-governance at the consumer forums and has facilitated disposal of cases in a time bound manner. The registration of complaints, recording of court proceedings, issue of notices, generation of cause lists, recording of judgments, record-keeping and generation of statistical reports etc. are carried out through the Case Monitoring application software.

The CONFONET project caters to a wide range of beneficiaries like Consumers, Consumer Activists, Non-Governmental Organizations, Members of Consumer Courts, Bar Councils and Advocates.

E-Attendance(AEBAS)

Aadhar Enabled Biometric Attendance System(AEBAS) was implemented by National Informatics Centre(NIC) intially in 54 Government Offices in Delhi to monitor all employees entering and exiting the offices.The biometric workforce management solution verifies the identities of employeesvia fingerprint scan to provide real-time access into the offices within two seconds.After its implementation at central government offices in Delhi, it is expand to other locations across the states.

E-Courts

E-Courts Project

The e-Courts project was conceptualized on the basis of the “National Policy andAction Plan for Implementation of information and communication technology (ICT) in the Indian Judiciary – 2005” submitted by e-Committee (Supreme Court of India),with a vision to transform the Indian Judiciary by ICT enablement of Courts.

The objectives of the project are:To help judicial administrations of the courts in streamlining their day-to-day

activities

  • To assist judicial administration in reducing the pendency of cases.
  • To provide transparency of information to the litigants.
  • To provide access to legal and judicial databases to the judges.

IVFRT

Immigration, Visa and Foreigner’s Registration & Tracking (IVFRT)

In order to Modernize and upgrade the Immigration services, “Immigration, Visa and Foreigners Registration & Tracking (IVFRT)” has been identified and included as one of the MMPs to be undertaken by the Ministry of Home Affairs under the National e-Governance Plan (NeGP). The core objective of this Project is to develop and implement a secure and integrated service delivery framework that facilitates legitimate travelers while strengthening security. The scope of the project includes 169 Missions, 77 ICPs (Immigration Check Posts), 5 FRROs (Foreigners Regional Registration Offices), and FROs (Foreigners Registration Offices) in the State/District Headquarters.

The implementation of this MMP will enable authentication of traveler’s identity at the Missions, Immigration Check Posts (ICPs) and Foreigners Registration Offices (FROs) through use of intelligent document scanners and biometrics, updation of foreigner’s details at entry and exit points, improved tracking of foreigner’s through sharing of information captured during visa issuance at Missions, during immigration check at ICPs, and during registration at FRRO/ FROs.

The Ministry of Panchayati Raj (MoPR) has undertaken e-Panchayat Mission Mode Project(e-PanchayatMMP) with a view to introduce and strengthen e-Governance in Panchayati Raj Institutions(PRIs) across the country and build associated capacities of the PRIs for effective adoption of the e-Governance initiative. Under this project, Panchayat EnterpriseSuite (PES) has been conceptualised which comprises 11 Core Common applications.At present, Panchayat Enterprise Suite has been deployed/operational with 10 Core Common Applications and GIS layer module is under conceptualisation. The operational modules includes LGD(Local Government Directory), Area Profiler(Socio-economic & general details), PlanPlus(to strengthen Decentralised & Participatory Planning),PriaSoft(Panchayat Accounting), ActionSoft(Works/scehme implementation Monitoring System), NAD(National Asset Directory), Service Plus(To facilitate Service Delivery),Social Audit, Training and National Panchayat Portal(Dynamic Website of Panchayats) Local Government Directory will be used by the Central and State departments who are responsible for forming new States/UTs, new Districts, new Sub-Districts, new villages and new local government bodies as well as changing their status , nameand formation.

The Unique Identification Authority of India (UIDAI) is a statutory authority established under the provisions of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (“Aadhaar Act 2016”) on 12 July 2016 by the Government of India, under the Ministry of Electronics and Information Technology (MeitY). The Aadhaar Act 2016 has been amended by the Aadhaar and Other Laws (Amendment) Act, 2019 (14 of 2019) w.e.f. 25.07.2019.

Under the Aadhaar Act 2016, UIDAI is responsible for Aadhaar enrolment and authentication, including operation and management of all stages of Aadhaar life cycle, developing the policy, procedure, and system for issuing Aadhaar numbers to individuals and perform authentication and the security of identity information and authentication records of individuals.

Gun licensing software

The Arms Act, 1959 is an Act of the Parliament of India to consolidate and amend the laws relating to arms and ammunition in order to curb illegal weapons and violence using illegal weapons. The Arms Rules 2016 was notified on 15 July 2016 replacing Arms Rules 1962. Under Section 3 of the Arms Act, 1959 and the chapter II and III of The Arms rules 2016 have elaborate provisions for issuance of licence and the matters related thereof. It has been made essential to obtain an arms licence by a person/ company/ manufacturer etc. for manufacture, acquisition, possession or carrying of firearms or ammunition from a competent licensing authority. Sections 5 and 7 of Arms Act 1959 read with chapter V of Arms Rules 2016 relate to the manufacturing of arms and ammunition.

FRUITS – Common platform for Farmers and Agriculture and allied Departments

Karnataka state implements several schemes for the benefit of farmers. Farmers undertake different agriculture and agriculture related activities like growing Agriculture crops, Horticulture crops, Sericulture, Dairy, Poultry, Fishery etc. Each of this activity requires specialized knowledge and experience. Therefore, the state has established specialized and specific department to assist farmers in carrying out farming activities effectively and efficiently. E-Way Bill System

E-Way bill system is for GST registered person / enrolled transporter for generating the way bill (a document to be carried by the person in charge of conveyance) electronically on commencement of movement of goods exceeding the value of Rs. 50,000 in relation to supply or for reasons other than supply or due to inward supply from an unregistered person. The EWB system is a user friendly system and is available with 24 x 7 services. The e-Waybills may be generated using 5 modes: Web, API, Bulk, Mobile App and SMS. The taxpayers are facilitated with excel based tools for generation of EWB in bulk. E-Waybill is interfaced with other external systems: VAHAN system for verification of vehicle number, GST-Common portal for verification of GSTIN, NSDL for verification of PAN and Fastag system for verification of movement of vehicles.

E-Invoice System

e-Invoicing under GST, is a game changer system. The system involves reporting of the B2B and Export invoices being issued by the taxpayers to their customers, on the government portal and obtaining a unique Invoice Reference Number (IRN). Its a faceless system with major thrust on API integration so that the eco-system can exchange the data electronically. The e-Invoice Portal returns the Signed QR code and Signed invoice back to the taxpayers. The standardized e-invoice format, based on international standard (UBL/PEPPOL), has led to machine readability, enhanced interoperability and uniform nterpretation in the entire eco-system. The system has facilitated auto generation of GST Returns and e-Waybill,faster credit of ITC and elimination of fake invoices and ease of doing business.

GST Prime

GST-Prime is a product by National Informatics Centre (NIC) Karnataka, to help the tax administrators of state/centre to analyse and monitor the tax collection and compliance in their jurisdiction. This system caters to the requirements of the field level offices and enforcement/intelligence offices to identify the defaulters and tax evaders. The system acts as an interface between GST Common Portal and E-way Bill Systems and tax administrators. It provides analysed and actionable reports and helps in enforcing GST in a more efficient and effective manner. The product has been implemented in 22+ states of the country.

Centre of Excellence in Blockchain

NIC has established a Centre of Excellence in Blockchain Technology in Bangalore. The CoE has established Blockchain ecosystem with geographically distributed nodes allowing all partners to build and deploy applications on these resources. The CoE facilitates the Government departments to identify use cases that can benefit from the technology. The CoE facilitates the Government Departments to use this incubation centre, carry out PoCs to analyze the potential benefits before moving into production.

The CoE has so far built four generic Blockchain platforms namely; certificate chain, property chain,Document chain and Logistics Chain.
Any department in the Country can easily on-board and use these platforms. The Central Board of Secondary Education, Karnataka State Education board, Directorate of Economics and Statistics, Revenue Departments of Government of Karnataka are on boarded and actively using these platforms.

e-Hospital

The e-Hospital application is aimed at providing Hospital Management Information System (HMIS) for internal workflows and processes of hospitals.

Rolled out in six hospitals including the three major hospitals in Bangalore – National Institute of Mental Health and Neurosciences (NIMHANS), Indira Gandhi Institute of Child Health(IGICH) and Pradhana Mantri Swasta Suraksha Yojana (PMSSY) Hospital. KC General Hospital, General Hospital, Jayanagar and SGITO. 12 modules have been commissioned which are in operation for the last 4 years.

National Health Mission, Karnataka is implementing eHospital application in 69 Hospitals in Phase-I across Karnataka. Hospitals have been using e-Hospital Phase I modules which includes District and Taluk level general hospitals.

 

e-Aasthi

Property Management for ULBs. This is a citizen-centric e-Governance application to handle highly sensitive property documents. This project is a workflow-based application for Property records Management in Urban Local Bodies. It avoids legacy data entry, which is laborious in nature and also exempts survey activities before implementation. All the property records are digitally signed by the competent authority. Best example of incremental model implementation of e-Governance project. Most significant achievement of this project has been the collection of attributes, which help in creating authenticated property document by implementing good amount of Government process re-engineering. It has an online mutation module to update the property records based on registered and unregistered transactions and also facilitates handling of apartments, which is the need of the hour.

E-Vinyasa(Layout Approval and Management for Planning Authorities)

Local Planning Authorities are Planning Authorities under the Karnataka Town and Country Planning Act are the agencies for drawing up development plan and Town Planning schemes in their respective jurisdiction. Approval of the private layouts is one of their important activity. Approval of private layouts is the process wherein Local Town Planning Authorities will give approval for making layouts and sites. e-VINYASA in an workflow based layout approval system and same is being successfully getting implemented in 8 of local planning authorities including BMRDA.

BBMP property tax system(Bruhat Bengaluru Mahanagara Palike)

Web based BBMP property tax system enables automatic calculation of taxes to be paid by property owner, generates challans for payment at specified banks, Online payment is facilitated through 3 payment gateways. SMS is being sent to property owner with respect to receipt of payment. System also enables calculation and payment of arrears.

Krishi Marata Vahini

A web based farmer centric system providing arrivals and their Minimum, Maximum and Model prices for all markets for all commodities and varieties on daily basis enabling and educating the farmers on prevailing market rates. The project has won Web-Ratna 2012 Gold Icon for Citizen Centric Services.

eSAMRAKSHANE

Samrakshane (meaning protection in English) is an end to end, state-of-the-art e-Governance solution and farmer-friendly system for crop insurance enrolment, registering claims, compensation calculation and payment of compensation to farmers under the Crop Insurance Schemes, Pradhan Mantri Fasal Bima Yojana (PMFBY) and Modified Weather Based Crop Insurance Scheme (MWBCIS).

CSC integration for better coverage of non-loanee farmers, Crop Cutting Experiments done using mobile devices, facilitates government to notify prevented sowing and mid-term adversity, facilitates farmer to submitting claim under localized risk &post harvest losses, yield data is pushed instantaneously on to the server, connects to KSNMDC for weather data and calculates the compensation based on the term-sheets under MWBCIS. Mobile application for CCE (Crop Cutting Experiments). Role based access to departmental users, bank managers, insurance companies, VLEs of CSC, Connect to Land Database (BHOOMI) for De duplication of Insured Land. Connects to Aadhar for DBT, PayGoV integration for premium collection.

Samrakshane has been awarded GOLD AWARD in 21st National Conference on e-Governance 2017 Under “Performance in Citizen-centric Service Delivery” category, Gems of Digital India Award in 2018 and SkochOrder of MeritAwards 2017.

Direct benefit Transfer (DBT)

It is a platform for enabling Direct Benefit Transfer through Aadhaar based and bank account based payments. Common tools for de-duplication using Aadhaar Number, name comparison tools are facilitated. The address validation in terms of checking for availability of Aadhaar seeded bank account is another facility. This platform will enable DBT to citizens availing benefit from all departments of the State. Instead of each of the Beneficiary Management Systems in the State integrating with each UIDAI, NPCI, Treasury, they integrate with the DBT Platform. The DBT platform integrates with Treasury system and also the banks for enabling Aadhaar based payment. The payment response files received is then shared with the other beneficiary management systems. DBT thus enables the State to monitor the utilisation of funds earmarked for delivery of benefits to the citizen from a single platform

State Scholarship Portal

A single interface has been provided for all the four departments providing scholarship to the students namely social welfare, tribal welfare, minorities and backward classes. This portal rides on the digitised data of the students built by the Education department which provides a unique ID to every student . The student uses this ID to register for scholarship. Integration with Revenue Department software for automatic verification of the Caste, Income based on the caste / income certificate number to assess the eligibility and identify the scheme under which the scholarship can be sanctioned is done. Verification of fresh / renewal category is also automatically done by the software utilising the beneficiary data of the previous year. Merit list generation and identification of the cut off is done based on the available funds. Thus the entire process of verification and eligibility check is automated to a large extent by providing inputs to the approving authority.

Ksheerasiri( Milk Subsidy System )

Milk Subsidy Management System is an application of DBT (Direct Benefit Transfer). In this system the state of the art technologies like Aadhaar Authentication and NPCI lookup are used. Aadhaar Demo Auth is used for identity validation of milk pourer/milk producer, this process ensures payment of subsidy to the right person. Payment of Milk subsidy is made through APB (Aadhaar Payment Bridge). NPCI lookup is also used to ensure that the bank account of the milk pourer is seeded with Aadhaar.

SachivalayaVahini

SachivalayaVahini is LPO(Less Paper Office) System implemented in Karnataka Government Sachivalaya (Secretariat), all the letters and files movement and status are monitored. Each Letter and File is identified by unique number. Movement and status of letter or file can be tracked through this system.

Court Cases Monitoring System

This is an add-on module for monitoring Government cases in various courts in SachivalayaVahini. This system is integrated with High Court System. Case details, Cause List status of the case are updated automatically through web services. Alerts related to Cause List, Status of the case etc are sent through SMS to the concerned officials

Disciplinary Enquiry Cases Monitoring System

This is an add-on module of SachivalayaVahini for monitoring departmental inquiry cases of government officers. Using this system every stage of the case is captured and status of any departmental Enquiry Case can be known at any time.

EASE (Electronic answer script evaluation System)

EASE (Electronic Answer Script Evaluation) System has been successfully implemented by the Education Dept. Govt. of Karnataka to do the digital evaluation of the descriptive answers of candidates who applied for the Graduate Teacher’s post recruitment.

Govt College Umbrella Portal (Department of Collegiate Education)

Government College Umbrella Portal (Department of Collegiate Education): Content Management System connecting 412 Government First Grade Colleges, 85 Polytechnics, 12 Government Engineering Colleges with individual websites for each and every college. With maker checker option to manage the portal for each college, Government College Portal is GIGW compliant. With SQL Server backend and controlled word features easily manageable has unique features like broadcasting feature for Department. It is integrated with EMIS for course details, staff details, online timetable and student performance. CMS can be configured to run any number of sub instances with unique URL for individual instances, CMS can be integrated with existing web applications to fetch and display specific information, Staff and Student Timetable & Class Monitor, Android Mobile APP on Timetable. Every subportal having separate login credentials for updating contents.

The portal has been awarded “SKOCH Order of Merit” during the 45th Skoch Summit at HICC, HITEC City, Hyderabad.

e-Granthalaya:

eGranthalaya3.0 has been implemented in many Government colleges and in public libraries in Karnataka. The new version egranthalaya 4.0 has been implemented in 28 Government First Grade Colleges.

Automation of Reimbursement of Fees to Schools under RTE

A system to enable transparency in calculation of reimbursement amount and direct transfer to bank a/c of the schools who have admitted students under the RTE quota. Workflow based system involving the Block Education Officer and Dy. Directors of Public Instruction and the Commissioner. Covers 11,000 aided schools of the Government of Karnataka. Rs226 Crore reimbursed in 2 instalments during the academic year. Detailed verification of a certain percentage of randomly selected applications at every level was enabled. Direct Transfer to the bank a/c of school through the treasury system.

Portal for admission of Courses of NCERT for RIE Mysore

An online portal for the admission of BA/BSc/BEd/MEd, courses has been designed and developed and deployed in NIC Data Centre for the admission of the courses of NCERT pan India under the co-ordination of RIE Mysore. The application’s salient features are Online user registration, Online application capturing including photo/signature uploading with declaration, E-payment gateway integration in addition to e-challan provision. SMS and OTP features are used for verification purposes

Online Evaluation System for SSLC & PUC

Following modules have been successfully implemented in online evaluation system of SSLC & PUC.

Sajala for BWSSB

Sajala system facilitates Water Billing and Collection System. It also enables , online payment through ATM like KIOSKS , ECS, Bangalore One etc.,.

System has been Replicated in 6 other ULBs (Urban Local Bodies) and has Won National Urban Water Awards in 2009, for achieving cost recovery through effective Billing & Collection.

Aahara System

Online system for ration cards management and aadhar based ration distribution system.
At present 1.44 crore Ration Cards with 4.87 crore beneficiaries are covered under Aadhar based Ration Distribution system in around 20000 Fair Price Shops across state.
New ration card request , correction in the existing ration card has been enabled with enhanced features such as online verification of income certificates via web services provided by revenue dept., at the time of applying for a PHH card.
Old ration cards are also being updated with their income certificates provided by the revenue department.
Till date approximately 2 crore beneficiaries are updated with Income Certificate details from Revenue Department.

FIST (Financial and Stock Accounting – Food and Civil Supplies)

PDS Supply Chain Management System is a major component of Computerisation of Targeted Public Distribution (TPDS) which aims to address various challenges such as leakages and diversion of food grains in the PDS supply-chain, lack of transparency, social audit mechanism. Financial & Stock Accounting (FIST) software for Supply Chain Management of Public Distribution System was developed and implemented in 300+ Whole Sale Points of Karnataka Food & Civil Supplies Corporation (KFCSC).

CONFONET (Computerization and Computer Networking of Consumer Forums in Country)

The CONFONET project has been implemented in the backdrop of The Consumer Protection Act, 1986. Currently all 30 district forums of Karnataka are using the application for cause list generation, to check case status and Judgment uploading.

Sakala (Guarantee of Services Act – DPAR)

‘Sakala’ (meaning ‘On Time’ in Kannada), is implemented in 61 government departments who are required to provide services to the citizens within the time stipulated under the Act, failing which penalties can be levied on the employees who are responsible for the delay. The SAKALA online services for BBMP (4 services) have been implemented with the provision of e-Signing by the Citizen during 2018. Sakala project has won National e-Governance award -2014, Prime Minister award 2015, Google award-2012, ISO Certification -2014, DL-Shaw Award-2014, Commonwealth association And Public Administration Award Certificate

SPARROW (Smart Performance Appraisal Report Recording Online Window)

Sparrow is an online system based on the comprehensive performance appraisal dossier that is maintained for each member of the Service by the State Government/Central Government. The aim of this system is to facilitate the electronic filling of PAR by officers in a way that is not only user friendly but also allows to fill from anywhere anytime as per their convenience. Similar convenience will be available to the officers at different levels in the workflow hierarchy of filling and submission process. The system is also expected to reduce delays in submission of completely filled APARs. SPARROW has been implemented for all IAS officers in Karnataka.

Bhagyalakshmi

Bhagyalakshmi scheme of Women & Child Development is aimed at elimination of gender bias and ensuring education, fighting female foeticide, eradication of child labour and child marriage.

Bhagyalakshmi application software has been implemented in all the 4000+ Circles in the State comprising of 185 CDPOs spread over 30 Districts and enrollment of Children are being carried out from more than 66,000 Anganawadi Centres

Mother Child Tracking System – MCTS

Registration of Pregnant Women and Child on the portal. Various services provided to the Pregnant Women and Child is being captured. Work plan is communicated to the ANM and beneficiary through SMS. Incremental updation of the data for the services provided to the beneficiary are being captured through mobile app, SMS or through Web site.

FRIMS (Fisheries Resource Information Management System)

This is a software to manage the fisheries resources like Reservoirs and tanks. Around 4000 reservoirs data is monitored through this system. There are around 50 diesel outlets and subsidy is calculated automatically from this module. This has been integrated with REALCRAFT.

Registration and Licensing of Fishing Craft (REALCRAFT)

‘ReALCraft’ is a work flow based online application system for Vessel Registration under MS Act and License Certificate under MFR Act to the fishing vessels operating along the Indian coast. It is a national project sanctioned by the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture and Farmers Welfare, Govt. of India for implementing in all coastal States and UTs. It is implemented in 3 coastal districts of Karnataka and 4000 fishing vessels are registered

eTransport

eTransport is fulfilling the vision of Digital India with its flagship solutions comprising Vahan, Sarathi, e-Challan and m-Parivahan for providing on-the-go transport related services to citizens and traffic enforcement authorities. 2.2 Crore+Vehicles Registered in Vahan 4.0 and 2.1 Crore Licenses issued in Sarathi 4.0 Connected 69 RTOs. The system is integrated with Khajane and Digilocker.

Aushada

Aushada is an online software application which automates the procurement and distribution of free drugs by the Karnataka State Drug Logistics and Warehouse Society (KDLWS). Annual requirement collection, Scrutiny and finalization of drugs requirement, Purchase order preparation, Quality check, warehouse inward and outward and Hospitals inward and outward are the major modules under Aushada software. Email and SMS notifications are sent for every transaction.

The Aushada Software’s main objective is to computerize the Supply chain management system for Karnataka State Drugs Logistics and Warehousing Society [KSDLWS], Department of H&FW, Karnataka.

Scholarship Management Information System for Post-metric Students for Social Welfare Department

This is a workflow based system for Post-metric SC Students. Scholarship is disbursed through Bank for all Students. Provision for Student Registration. A Permanent unique registration no is issued to each student which is valid for ever. Student can apply for fresh or renewal of scholarship. Integration with UIDAI/ KRDH has been put in place for online Aadhaar Authentication.

E-Suraksha

“E-Suraksha” an e-Governance project for the Department of Electrical Inspectorate (DoEI) to deliver “Dynamic Work Flow Based” online departmental services. E-Suraksha provides 23 online services in various categories such as Licensing, Endorsement, Examination and HT Services with online payments through treasury.

AEBAS

The system records the attendance (Time In and Time Out) based on the real time authentication of employee with the Biometrics authentication and verification based on UIDAI Adhar authentication services. The AEBAS system has been implemented for Central Government Organisations in Karnataka. It is also implemented in some of the Departments of Government of Karnataka.

IVFRT

Implementation of C-FRO, S-Form, C-Form, PRC modules in FRRO, Bangalore and 29 FROs in the district. 24 x 7 support to immigration at Bangalore and Mangalore airport.

e-Prisons

ICT solution for Prison Management implemented for Department of Prisons Govt. of Karnataka which covers three modules namely Prisoners detail, visitors management & case information system. This system has been implemented in 63 Jails across Karnataka.

Coffee Board

To enable distribution of subsidy for all growers in regards to machinery purchased , replantation of coffee, Expansion of coffee growing area , Water augumentation works , Quality Upgradtion or Pollution Abatement. System has been implemented in all 5 states namely -Karnataka ,TamilNadu , Kerala , Andhra Pradesh North East . The system also facilitates the exporters to apply for permit for export of coffee, all exporters in the country are Covered under the system.

e-Management of Assets

e-MAN – e-Management of Assets in NIC is a Web based software for the management of consumable and non-consumable items of technical stores.

Central Public Procurement Portal

NIC, in close association with the Procurement Policy Division, Ministry of Finance, has developed, hosted and implemented the Central Public Procurement Portal customized to cater to the electronic procurement/ tendering requirements of the Central Government Departments and other organizations.
The primary objective of the portal is to provide a single point access to the information on procurement made across various Ministries and the line Departments. e-Procurement through the Central Public Procurement Portal ( CPPP) is implemented in few Central Government Offices, IIsc and Bharat Electronics Limited, in Karnataka.

e-Visitor

e-Visitor, has been implemented for the CM Secretariat of Government of Karnataka and Gate Passes are issued to the Visitors.

e-Gazette: (https://erajyapatra.karnataka.gov.in)

e-Gazette is an online system for publishing weekly Gazettes, Daily gazettes and Extraordinary gazettes by the government press of Karnataka. This system is integrated
with Digital Signature Certificate for authenticating the nodal officer while submitting the content. The e-gazette system has totally brought in transparency, reduced the
turnaround time in publishing the gazettes. It is an eco-friendly initiative by the Government of Karnataka. This is an authorized legal document of Government of Karnataka. All parts,
section and Sub-section of Gazette of Karnataka are uploaded in the e-gazette website by the Government of Karnataka Printing Presses. The e-Gazettes can be accessed free of
cost by the general public being available in the public domain. As part of Digital Governance initiative, Govt. of Karnataka has made various Gazettes easily available for
public and also for Govt. Offices, free of cost, thus, Government press has discontinued physical printing of Gazettes and started online publication of e-Gazette.

RTI Online Portal: (https://rtionline.karnataka.gov.in)

RTI online portal is a G2C and G2G initiative of Government of Karnataka. It is a single window system for citizens for filing and monitoring RTI petitions and RTI Appeals. RTI
portal is integrated with payment integrated with SMS and EMAIL support facilitating the citizens to track their application effectively thus promoting transparency and adhering
to the guidelines laid down in RTI ACT 2005. RTI portal is integrated with payment gateway, SMS and EMAIL alerts system is in place, pendency alerts to the stakeholders is pushed regularly.

Integrated Temple Management System (ITMS) (https://itms.kar.nic.in)

The Integrated Temple Management System (ITMS), is a single window solution for management of all the Notified Institutions/Declared Institutions under the purview of
Muzarai Department. The system is integrated with e-services which comprises of e-darshan / e-donation (Annadana, general donation, donation for renovation). Due to the
online seva booking, the devotees are facilitated to choose their seva schedule, at their convenience. The online system has enabled the Administrative setup to monitor the
funds collected effectively. The ITMS caters to the requirements of the Endowment Department to manage the Religious Institutions, publish Temple contents dynamically
and also monitor their activities under various sections. ITMS aids the Temples to organize their website content to enable dynamic dissemination of Temple website,
manage their receipts and expenditure, movable and immovable properties and the revenue collection through DCB, Construction / Renovation works etc. in a transparent manner. ITMS IS a G2E/G2G/G2C solution and it is one-stop access point to the Department/Temple Authorities and devotees for various Temple applications / services in Karnataka.

E-SAM (E-System of Assets Management)

e-SAM is a generic product developed to meet the requirements of managing the assets of the organizations and departments. The departments will have assets like equipments,
vehicles, IT systems and other non-consumable items. E-SAM system is developed to handle all these types of items. It is developed keeping the government rules and
regulations in mind. The objective of the IT asset management system is to provide an organization with complete information about the configuration of assets and also make
sure that this data is available whenever and wherever required. E-SAM is a web based, role based, work flow based product accessible only to the authorized users. The Stores-
in-charge will be able to monitor the asset status of the entire organization at ease. Also,the state heads will be able to monitor their respective Asset’s status. The Head of the
department can view the assets available with his subordinates. The Stores-in-charge of the organization will be able to gauge the requirement, plan and procure accordingly.
Minimizes the downtime of the system. With the implementation of E-SAM, budgeting and provisioning of hardware / peripherals can be planned in advance, efficient Vendor
management and transparency in transactions can be achieved.

Filing of Assets and Liabilities statement online for State Election Commission

The project is intended to capture the Assets and Liabilities of the Rural Local body members such as Grama / Taluk / Zilla Panchayats which is made mandatory by the State Government.The initiative of filing the Assets and Liabilities statements online is the first of its kind at All India Level.This system has helped in monitoring the entire
process of online filing very effectively and transparency is brought into the system.

Election Monitoring System (EMS) for Gram Panchayath, Taluk Panchayath and Zilla Panchayath

Online application for conduction elections in 35610 Gram panchayaths for electing Gram panchayath members.The Gram Panchayath profiles were created for 35610 GPs
online. Provision to complete pre-election process online making way for conducting gram panchayath elections smoothly. Capturing of online reservations for GP seats is
provisioned. Tahsildars, Returning officers, District Election Officers can be on-boarded to the GP Elections monitoring system. The application has the feature of filing online
Nominations. Polling station details can be captured online. Manually collecting information over phone, consolidating and aggregating information and posting hard
copies of information is eliminated due to online declaration of Gram Panchayath elections / Taluk Panchayath and Zilla Panchayath Elections.
It is workflow based and role based, the respective officers (State Election Commissioner,Deputy Commissioner, Tahsildar and Returning officer) can view the aggregated
information at his level and one level below him. The database is designed to take care of answering all the LA/LC/Lok Sabha questions effectively.

Electronic Voting Machine (EVM) inventory system

Project was envisaged to capture the details of Ballot Units (BU) and Control Units (CU) of Electronic Voting Machines. EVM inventory system is role based, web based, workflow
based application. The project is rolled-out for implementation in all the districts / Taluks of Karnataka. Bar-code reader is integrated to capture the bar code details, which will
minimize the human error and delay in entering the BU and CU details.

Government Press

Designing of the web application for capturing Government of Karnataka Public and Restricted holidays for displaying in the calendar app. Designing of web service to fetch
the public and restricted holiday details to be consumed by the calendar app. Government Press Calendar Mobile App for displaying the Public holidays and restricted
holidays. Calendar app has the option to even log the events on daily basis, which acts as a personal calendar.

ACCOUNTANT GENERALS OFFICE

Roll-out of public portal for the officers to view their Leave details viz. (Leave Credit,Leave Entry, Surrender Leave) and Payslips, salary slip online. Integration of SMS and
E-mail with the public portal.

The eOffice

e Office is one of the key IT projects of NIC, aimed at improving internal efficiencies in an organization through electronic administration leading to informed and
quicker decision making, which in turn results in better public service delivery.

eOffice initiated in year 2009, with the objective to improve the Government functioning through more efficient, effective and transparent Inter-Government and Intra-
Government transactions and processes. It is a complete digital work place solution for Government offices and is based on Central Secretariat Manual of eOffice Procedure
(CSMeOP), formulated by Department of Administrative Reforms and Public Grievances (DAR&PG).

eOffice was introduced with the objective to bring in efficiency and standardization of processes in internal working of Government. It aims to contribute significantly at
transforming the core of the Government working which eventually would bring desirable values of transparency, efficiency, accountability and faster decision making.

The eOffice product is being implemented across the Government levels of Centre,States, Districts, PSUs, Boards and Corporations, etc. The deployment of eOffice product
done in eOffice Cloud at National Data Centre, Shastri Park, State Data Centres (SDC) and Local Data Centre(LDC).

To optimize the usage of eFile & provide real-time monitoring, an explicit eFile MIS Reports application has been integrated in eOffice application suite. It has been
designed with role-based scope privilege for users to access different reports as per the requirement.

Online Recruitment System

Online Recruitment system is a portal to apply for various government jobs in Karnataka. State/central government departments are given the facility to onboard through Department Onboarding module.
Salient Features:
. Candidates submits the online application, and a unique application-ID is generated.
• Facilitates the candidates to upload their relevant documents, photograph, signature and thumb impressions.
• Online Payment gateway, SMS/Sandes, email , e sign and digilocker service is integrated with the portal .
• Candidates are facilitated to download the e Signed copy of their online submitted application.
• Online scrutiny module is in place for facilitating the department for verification of documents.
• The documents are verified from the authenticated data store (Digi locker account)
• End-to-end solution provided by Generating Merit List, verification list, cut off percentage list and various other statistical reports.

e-Sahamathi

e-Sahamathi is an e-Gov solution to implement the consent framework recommended by NITI Aayog’s Data Enablement and Protection
Architecture (DEPA). e-Sahamathi acts as the consent manager which enables data principal to provide consent to Data Fiduciary to share the
data with TPSP (Third Party service provider) based on consent artifacts, which are e-Signed by data principal.
e-Sahamathi complies with ORGANS principle of DEPA framework where in consent artifacts are Open standard (to enable interoperability);
Revocable (by individuals); Granular (provided for each time you share data, stipulates how long data can be accessed, etc.); Auditable (in
machine readable logs of consent provided), provide Notice to all parties, and Secure by design.

e-SAALA(Electronically Simplified Agriculture and Allied Lending Application)

A system has been developed to manage interest subvention of agriculture loan lending process with FRUITS. All banks who are extending crop loans,
can connect to FRUITS using services which enables them to fetch farmers data to identify the farmers, know their land details, and crops grown
besides personal details and existing loan details. The financial institutions will provide details of loan extended back to FRUITS database through API/Application.

Sasyasiri

It is a workflow based online system which provides user friendly environment to maintain stock and sales of Horticulture inputs like Plants,
Fertilizers, Seeds, etc. produced in the department’s Farms/Nurseries,Integrated bio-centres and Centres of Excellence. It helps authorities like
Nursery/Farm In-charge, District and State level department and higher authorities to monitor the stock availability of the horticulture inputs and
sales of these in each of the centres. It also facilitates public to know the nearest farms/nurseries where a particular commodity is available for
purchase on GIS maps.

WorkSoft (ADB, Planning)

It is a Workflow based works monitoring system ,used for monitoring the physical and financial progress of development works, taken up under Karnataka
Legislature Local Area Development Scheme (KLLADS), Malnad Area Development Board (MADB), Karavali Area Development Board (KADB) and Bayalu Seeme Development Board
(BSDB). It facilitates to capture details of each stage of work execution.The stakeholders are Planning Department at the state level, Deputy Commissioner’s offices
and Implementing Agencies like PRED, PWD, Nirmithi Kendra, RWS, etc. It also helps to disseminate information related to the schemes in public domain.

Atalji Jana Snehi Kendra (Nada kacheri) – Citizen centric services​

An e-Governance project envisaged to provide all Revenue Department services at the Hobli level through Atalji Janasnehi Kendras ( AJSK ) / Nada kacheris. About 40
services from Social Security and Pension, Certificates issued from Revenue department are included as part of this application. Certificates issued from this
application is digitally signed and the same is available through DigiLocker.

This software is implemented in 769 AJSK Centres at hoblis, 122 additional Front offices, Citizen Service Centres and Gram Panchayats.e-Kshana service is
included to issue Instant Certificate on request. This service bagged the National award for eGovernance 2019 – 2020 for its excellence in citizen centric services.

Beneficiary Management System

The system is developed and implemented for the Directorate of Social Security and Pensions (DSSP) to facilitate the Tahsildars to maintain the Beneficiary details and
facilitate monthly pensions to the old aged, widows, physically challenged citizens through various schemes.

The system is integrated with the AJSK to receive details of the beneficiaries who have been sanctioned pension. The system is also integrated with the Family ID ,
Directorate of Economics and Statistics to weed out beneficiaries who are no more and in-eligible.

The Tahsildars are facilitated by the system by providing them the list of beneficiaries who are eligible for getting benefits under different scheme based on the eligibility
criteria. Thus the citizens are benefitted by getting higher pensions.

The system is integrated with Treasury system for ensuring Direct Benefit Transfer of the pension to the bank account of the beneficiary.

​JUDICIARY

High Court Case Information System (HCCIS)

HCCIS is developed to assist and automate the functionalities of the registries in the Judiciary to effectively manage the processes associated in handing the cases registered. This system is implemented in the Principal Bench of High Court at Bengaluru and benches at Kalburagi and Dharwad in Karnataka.
It is a complete end-to-end workflow application covering all functional areas starting from filing of cases till the case is disposed and Judgment pronounced by the Hon’ble Court. System functionality enables capturing of details of the case / IA / Caveat at the filing counter or on-line, generation of Receipt, Scrutiny of the Case, Clearing Objections, posting the Cases before the bench, preparation of causelist, entry of court hall proceedings, generation of notices/orders, monitoring of served process, case Follow-up culminating in the preparation of digitally signed Judgment.
Self Service Kiosks are established in High Court premises to provide important services and case status to the litigants & advocates. SMS/E-Mail alerts are sent to the Advocates and Litigants at different stages of case life. Cause list / Alerts are sent to advocates in the Telegram groups. HCCIS is integrated with Court Case Monitoring System – CCMS (A system used in the Secretariat for enabling them to handle the cases where the Government is a party) to provide timely status intimation through API service. It is also integrated with Postal department system to capture the delivery status of the Notices / Orders / Process.

Appellate Information Portal is developed to track the Appeals/Revisions filed before the High Court of Karnataka originating from Orders/Judgments of various trial courts of the State and to communicate the same to the respective court. Provision to request for trial courts records (TCRs)/sessions courts records (SCRs), acknowledgement, intimating to the trial court about the disposal of appeals and to return the TCRs/SCRs is incorporated in the system.

Mobile Application is developed in Android & IOS Platforms to provide online services to the Advocates & Litigants with respect to the cases filed at High Court of Karnataka Principal and other two benches.

District/Taluka Courts, Karnataka

Case Information System (CIS) developed under the initiative of the e committee of Supreme Court is implemented in 520 establishments covering 1200 courts in Karnataka. This makes the
Indian Judiciary at district court level more transparent and more litigant friendly. The whole idea of CIS to put it in a nutshell is that litigant across the Country should be able to view the status of case,the orders pertaining to the case, progress of the case on any particular date etc online from a single source.

National Judicial Data Grid (NJDG)

NJDG is designed to function as a monitoring tool to identify, manage & reduce pendency of cases.Case data from all the district & taluka courts from across the country is available at the central location to analyze and disseminate case details. Interoperable Criminal Justice System (ICJS)

HCCIS and CIS are integrated with Police IT system in Karnataka through ICJS to electronically receive FIR / Charge Sheet data into Court System. The linking of unique FIR number with the Court CNR number facilitates further to receive the status of the cases by Police Department. The case details are shared to the other ICJS pillars like Prisons, Forensic Laboratory, Prosecution, etc.,. As an enhancement for the first time in the country, digitally signed FIR and charge sheet is received from police station through ICJS media, thereby starting the digital era for online transmission between Courts , Prisons & Police Stations.

Virtual Courts

Virtual Courts system helps the Judiciary to dispose the Traffic violation cases by the Virtual Judge.Judge uses Virtual Court Portal to validate the traffic violation cases received from Traffic Police IT system and enforce the fine in the system. Violator login to the online portal based on the SMS received, plead guilty and pay the prescribed fines online. The case against the violator is disposed automatically and the same is intimated to the Traffic Police. Unsettled cases are transferred to CIS of the respective courts of the Police Stations. Mobile Applications

National Service and Tracking of Electronic Processes (NSTEP) for the bailiffs NSTEP is a centralised process service tracking application comprising of a web
application and a mobile app to streamline the delivery of process. NSTEP Mobile App provided to bailiffs and process servers to enable transparent tracking of service of
notices and summons in real-time.
∙JustIS
JustIS Mobile App is developed for the Judges of District & taluka Courts in the country.The App is username/password protected. The App is a digital repository that provides
all details about the cases in the particular District/Taluka Court where the Judges are posted.
∙E-Courts
The App provides information related to Cases filed in the district, taluka courts and the High Courts across the country. It is useful to Citizen, Litigants, Lawyers, Police, Government Agencies and other Institutional Litigants. Case Status, Cause List, Case Calendar, My Cases are the important services rendered from this App.

Case Information System (CIS) for Tribunal Courts

CIS is developed to manage the Petitions / Applications filed before Tribunal Courts effectively using an IT enabled system. It is an end-to-end workflow application starting with the initial process of filing a case to till the case is disposed. Filing, Registration, Scrutiny, Causelist preparation, Court Hall Proceedings updation, Case Follow-up, Judgments preparation, and Caveat functionalities are incorporated in the system to capture the case related data at various stages in adjudicating the cases.
Judgments are digitally signed and uploaded into the Judgment repository. After the verification of Judgments, same is available for the advocates/applicants on the website of the
department. The Online services include E-filing, Online Payment of fees, Causelist, Display Board, Case Status, Judgment search and Case Diary.

This system is implemented in the following departments
∙Karnataka State Administrative Tribunal (KSAT) Principal Bench, Dharwad and Kalburagi benches.
∙Karnataka Electricity Regulatory Commission(KERC), Bengaluru

Complaint Information System for Lokayukta (CISLOK)

CISLOK system is developed to facilitate the officials of the Karnataka Lokayukta to maintain the details of complaints received from the citizen against the officials of various government departments and to monitor the status/progress of the complaints at all stages during the investigation process. This system has the feature to generate various MIS reports as per the requirements of the different sections in the O/o Lokayukta. Complaints, Scrutiny, Registration, Case Stages Management, Enquiry, Causelist and MIS report modules are
developed as part of the system to suite the requirements of the case workers, enquiry officers, assistant registrars and registrar in the department.
The web based application is deployed for the district officials to capture the complaints received at the district level and generate acknowledgment slip. Online services facilitate the citizens to view the Causelist, Display Board, Complaint / Enquiry Status .

Aahara System

Online system for ration card management and Aadhaar-based ration distribution system .

At present, 1.53+ crore Ration Cards with 5.22+ crore beneficiaries are covered under the Aadhar-based Ration Distribution system in around 20300+ Fair Price Shops across the state with Aadhaar-enabled biometric devices, including IRIS. A new ration card request or correction to the existing ration card has been enabled with enhanced features such as online verification of income certificates via web services provided by the revenue department at the time of applying for a PHH card. Immediate issue of NPHH cards in the portal itself is also enabled. Old ration cards are also being updated with their income certificates provided by the revenue department to weed out bogus cards from the system. Till date,
approximately 2 crore beneficiaries have been updated with Income Certificate details from the Revenue Department. With the introduction of DBT, in lieu of an
additional 5 kg of ration each month, about 1.18 crore beneficiaries were receiving financial benefits to the tune of Rs. 566 crore each month.

FIST (Financial and Stock Accounting – Food and Civil Supplies)

PDS Supply Chain Management System is a major component of Computerisation of Targeted Public Distribution (TPDS) which aims to address various challenges
such as leakages and diversion of food grains in the PDS supply-chain, lack of transparency, social audit mechanism. Financial & Stock Accounting (FIST) software
for Supply Chain Management of Public Distribution System was developed and implemented in 300+ Whole Sale Points of Karnataka Food & Civil Supplies Corporation (KFCSC).

MSP (Minimum Support Price – Food and Civil Supplies)

The MSP scheme acts as a market intervention by the government to insure the agriculture sector against any sharp decline in prices. So in case of a bumper crop,
the market prices tend to fall, and in such instances, the government’s intervention will ensure that farmer’s interest are protected by assuring them of a fixed price. MSP also provides an assured market and an assured price for the commodity and by this will encourage the farmers to make increase the investments as the uncertainty is reduced.

The central government sets a ceiling or target quantity for each MSP crop. The target quantity for MSP procurement is set based on the total production and generally the ceiling will be 25% of the total production. This is the way in which the government intervenes the market and assures that at least 25% of the MSP crop production is insured.

The stock so procured under MSP is also utilized for PDS purposes wherein the government can regulate the demand and supply of the PDS requirement.

With respect to procurement of pulses under MSP in Karnataka, the Central Government has laid out guidelines namely PSS guidelines based on which the
MSP procurements are done. The MSP procurements for pulses and oil seeds are done under the Cooperation Department for both central and state governments.
NAFED acts as the central agency and KSCMF acts as state agency in Karnataka.NAFED through their technical vendor has developed a web based application for
transacting the MSP procurements.
MSP process can be broadly classified in four steps i.e.
1.Farmer Registration
2.Grading
3.Procurement
4.Payment

3 lakhs+ farmers were benefitted by MSP in the last season. Timely payment to the Farmers.

CONFONET (Computerization and Computer Networking of Consumer Forums in Country)

The CONFONET project has been implemented in the backdrop of The Consumer Protection Act, 1986. Currently all 30 district forums of Karnataka are using the
application for cause list generation, to check case status and Judgment uploading.

Sakala (Guarantee of Services Act – DPAR)

‘Sakala’ (meaning ‘On Time’ in Kannada), is implemented in 100 government departments who are required to provide services to the citizens within the time
stipulated under the Act, failing which penalties can be levied on the employees who are responsible for the delay. The SAKALA online services for BBMP (4
services) have been implemented with the provision of e-Signing by the Citizen during 2018. Sakala project has won National e-Governance award -2014, Prime
Minister award 2015, Google award-2012, ISO Certification -2014, DL-Shaw Award- 2014, Commonwealth association And Public Administration Award Certificate

SAKALA

Sakala Act helps citizens get government services without hassles and on time, and to hold government officials accountable. It covers all government bodies, public sector companies and non-government bodies financed by government. A Bill has been passed by the Karnataka State Legislature to provide guarantee of services to citizens in the State of Karnataka within the stipulated time limit and for matters connected therewith and incidental there to. AJSK(ATALJI JANASNEHI KENDRA)

The “Nemmadi” Project was started in 2006 by e-Governance department on PPP mode through 802 Tele-Centres across the State, due to the various problems experienced including lack of control over private partners, the Government decided to take over the Project completely and handover the same to the Revenue department through this the Government envisaged that all the Revenue services would be accessible to the common people by establishing the exclusive service centres at the hobli level through the transparent, reliable and affordable means. These centers are meant for the electronic delivery of the citizen services in rural areas and were named as “Atalji Janasnehi Kendras” as per the Government order dated 18.12.2012. Accordingly, Atalji Janasnehi Project has been officially launched in 769 hobli centers across the state on 25.12.2012.

SEVA SINDHU

Seva Sindhu is an initiative of Govt of Karnataka to deliver the Government services at the doorsteps of the citizens. Seva Sindhu will be integrated with various service delivery channels of Govt of Karnataka, citizen service centers such as Bangalore One, CSC Centers, Karnataka One, Atalji Jana Snehi Kendra and Bapuji Kendras and aims to bring to all departmental services on one platform. The objective is to provide Government services in a cashless, faceless and paperless manner. It is step towards provision of accessible, cost-effective, accountable and transparent government services to citizens.

Bhagyalakshmi Scheme

Bhagyalakshmi scheme was launched during 2006-07 with an objective to promote the birth of girl children in below poverty line families and to raise the status of the girl child in the family in particular and society in general. All girl children born in below poverty line families after 31.03.2006 are eligible to be enrolled as beneficiaries under the scheme which is allowed up to one year of the birth of the girl child on production of birth certificate. The benefits are restricted to two girl children in a BPL family. The father or mother of the beneficiary girl child should have undergone terminal family planning method and the total number of  children should not exceed three. The beneficiaries will be registered after complete verification and an amount of Rs. 10,000/- is deposited in the name of each eligible beneficiary with the financial partner institution. When the girl attains the age of 18 years, the maturity amount together with the accrued interest i.e. an amount of Rs.34,751/- and if the second child in the same family in enrolled under the scheme, an amount of Rs. 40,918/- will be paid to the beneficiary. Interim benefits such as scholarship and insurance will be provided on full fillings the conditions specified in the scheme. Maximum amount of Rs.25,000/-will be paid to girl child under Health insurance. An amount of Rs.42,500/- will be paid if insured parent expires. (natural/normal)and an amount of Rs.1.00 lakh will be paid if the death is due to accident.

Tanksoft

Tanksoft was developed and implemented for monitoring ‘Rejuvenation of Tanks’ scheme of the Govt of Karnataka. This is being used effectively by the govt for monitoringpurposes.
