District Skill development Department Udupi
A new Department of Skill Development, Entrepreneurship and Livelihood (SDEL) was created vide Government order number DPAR 164 SAS 2016, dated 24-09-2016.
This department has been created with the sole motive of enhancing employment opportunities and bringing all skill development programmes under one roof.
Department envisions itself as a premier institution for providing vocational training of the highest quality at global standards for equipping the workforce of Udupi district with market-oriented skills for employment and enterprise to capitalize on the districts demographic dividend and thereby foster regional ecosystems aligned with Karnataka’s vision of self-reliance to drive economic growth and inclusive development of all.
Department is engaged in bridging the skill gaps across sectors by providing short term vocational training and entrepreneurship development programmes to ready the workforce of Karnataka for competing at regional, national and international markets, by leveraging partnerships with stakeholders in industry, academia and other public institutions around the world.
Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) envisages to skill 5 lakh youth annually of which 2.50 lakh youth shall be targeted under schemes implemented directly by SDEL and 2.50 lakh youth shall be targeted under schemes implemented by other Government departments and government bodies.
The new Department was established to bring various Skill Trainings hither-to being conducted by different departments into one umbrella. The various skill sets and the corresponding job roles need to be standardized. It also envisages standardizing the Content, Syllabus, Selection of Trainees, Selection of Training Providers, Assessment of Trainees and their Placement. It also aims to develop a new strategic framework for Skill Development for the school drop-outs and existing workers, especially in the Informal Sector in close consultation with Industry, Micro Enterprises in the Informal Sector, State Governments, Experts and Academia.

The flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youths to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). Under this Scheme, Training and Assessment fees are completely paid by the Government.
NULM(National Urban Livelihood Mission)
To reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor.
The mission would aim at providing shelter equipped with essential services to the urban homeless in a phased manner. In addition, the Mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.
The Skill Connect Portal is a proven online system that connects students to relevant and real job opportunities , industry and education providers to live data about trends in industry demands so that courses can be tailored to meet current and future needs.

International Migration Centre – Karnataka (IMC – K)
has been established in the State to provide authentic information, guidance training and recruitment for overseas employment.
PMU : Project Monitoring Unit : Public Affairs Centre as Project Management Unit will render hand holding support for Research and Development Division of IMC-K and for Industrial Employment and Training department.
RAD : Research & Analysis Division
RAK : Recruitment Agency Karnataka : Karnataka Skill Development Corporation will Act as the Government Recruiting Agency with Regional, District and Taluka Migration Resource Centres : RMRC, DMRC & TMRC
Target : 60,000 candidates over a period of 5 years.
Revenues : The average estimated cost for processing and placement application per candidate is Rs. 15,000 and Rs. 20,000 per candidate is proposed to be collected as fees from the candidates aspiring overseas employment. Rs 5000 will be deposited as a contributory social security net to handhold the person during economic downswings or geo-political bumps
